Supplies needed are here: Tube of choice Font of choice Elements Eye Candy 4 Flaming Pear I'm using the fabulous art of Armando Heurta. You need a license to use his work. Please check out MPT for more information. If you are the creator of any of these elements please let me know. I'd like to give credit where credit is due. Open up a 700x700 image. Floodfill with white. You can resize later. Open up your tube and copy and paste as a new layer. Add a dropshadow. Open up the scenic background provided and copy and paste as a new layer. Go to adjust, hue & saturation, colorize and apply these settings: Hue 242, Saturation 102, hit ok. Next take your cloud/moon tube and apply as a new layer. Thanks to Rainbow Coffi for some fab tubes. Take your money bag and resize to your liking. Place it to the bottom of your tag. You can refer to my tag for placement if you'd like. I used the same settings to adjust the colors as above. Duplicate the money bag and mirror the image. I placed a bow at the top of the bag and duplicated that as well. Next take the embroidered ribbon and adust the colors with the above settings. Resize it to fit your tag. Place it to the left of the tag then add a dropshadow. Duplicate this image and mirror it. Add any necessary copyright info and don't forget to tag your work. To animate please follow these steps: For the windows what I did was select different parts of the buildings. Just hold down your ctrl key and take your magic wand and click. Don't go to fast as you'll end up clicking the black parts.. You can select just a few or the whole thing..its really your choice. Once your satisfied with your selection duplicate 2x for a total of 3. Go to effects, xenofex 2, constellation and apply these settings as follows: 
On the 2nd layer go back to xenofex and hit the random seed button. Do the same for the 3rd duplicated layer. Next to animate the water follow these steps as follows: On the first of the 3 layers take your freehand tool and select the water. Use these freehand tool settings so that the edges of the water looks smooth 
You want to trace out approx an inch from the outline of the water. Go to effects, Flaming Pear, flood and apply these settings as follows. 
On the 2nd and 3rd layer go back to flood and hit the paint like image. I've highlighted in the image above. The font I've used is Felix Tiling size 100. You can add any text of choice. To animate your tag, X out the 2nd and 3rd layer of the scenic view. Merge visible and copy and paste as a new animation into AS. Go back to PSP, hit undo, and X out the 1st layer. Unhide the 2nd layer and follow the same steps as above. Do the same for the 3rd layer. Once in AS, select all and change frame properties to 15. Save as an optimized gif and you're done!!
